The national public service television in Sweden is operated by
Swedish Television (SVT). It is an independent corporation, but
programme services are subject to the
provisions of the Radio Act and the Agreement between SVT and the
state. That means that SVT has public service duties towards minorities
etc. The programming policy is
traditional public service. SVT employs 2.800 people and broadcasts
on two analogue channels and six digital channels.
SVT is mainly financed by licence fees paid by approx 3.3 million
households. There is also a small complementary financing by sponsorship.
SVT distributes its two channels
terrestrial, by transmitters run by TeraCom, a national owned company
also financed by the licence fees.
There are approximately 8.9 million inhabitants in Sweden. That
equals 3.4 million households. 53% have one TV set, 35% two sets
and 12% three or more sets. 70% of the households also have a video-recorder
at home.
SVT has two equal national channels broadcasting all over Sweden
covering 99.8% of the households. SVT1 and SVT2 are the two national
analogue channels - also broadcasted digitally via the digital terrestrial
net as well as digital satellite and digital cable. SVT24 is the
digital news channel, distributed via the digital terrestial net
as well as the six regional digital news channels: SVT Syd, SVT
Väst, Östnytt 24 timmar, Mälarkanalen och SVT Mitt.
SVT has eleven production units outside the capital Stockholm.
National transmission amounts to approx. 9.000 hrs in SVT1 &
SVT2. Two production units are located in Stockholm: SVT News &
Factual programmes and SVT Fiction.
The regional stations outside Stockholm are organized in regions:
Region South (SVT Malmo and SVT Vaxjo)
Region West (SVT Gothenburg)
Central Region (SVT Falun, SVT Karlstad, SVT Norrkoping and SVT
Orebro)
Region Fiktion (different programme departments in Stockholm, including
SVT Drama)
Region North (SVT Sundsvall, SVT Umea and SVT Lulea)
News/Current Affairs/Sports Department
In agreement between SVT and the state it is said that at least
55% of SVT's own programme productions has to be made outside Stockholm
by the 11 regional stations.
Therefore every regional station has its special duties:
The 11 TV-stations are from north to south:
SVT Lulea: documentaries, adventures, wildlife, entertainment,
Lappish magazines.
SVT Umea: consumer programmes, entertainment, religion
SVT Sundsvall: wildlife programmes, entertainment
SVT Leksand: Specialised programming caters for deaf children and
young people.
SVT Falun: cars-traffic-travelling, special service for the deaf
SVT Karlstad: medicine, environment, entertainment, youth programmes
SVT Orebro: music, culture religion, entertainment
SVT Norrkoping: entertainment, popular science
SVT Vaxjo: youth programmes
SVT Goteborg: drama, entertainment, culture, music.
SVT Malmo: drama, entertainment, culture, music.
Regional broadcasts consist of regional news programmes only. The
regional news are broadcast in SVT2 at the same time:17.55, 19.10
and 21.40 on weekdays. 17.55 and 21.15 on Sundays. Transmission
time is approx. 2.000 hrs anually. Viewing figures for the regional
news in the hole country amounts to 32 % or 2 750 000 persons who
have seen regional news some time of the weekday during year 2000.
Seven days a week our national news programmes "Aktuellt "
(SVT2), "Rapport" (SVT1) and " TV-sport" (both
channels) are transmitted several times a day, from early morning
until late evening. These national programmes almost daily include
some reports from the regional news departments.
Outside SVT a third terrestrial channel, TV4, has emerged and became
a real private alternative to SVT's two channels. TV4 is totally
financed by commercials but has an
agreement with the state which means public service duties. The
other Swedish private and commercial channels, TV3 and TV5 are transmitted
by satellite and cable. TV4 reach about 95 % of the Swedish households
and Channel 5 reach about 56%.
